Service discovery : manage consul instance

Service discovery feature :

• wazo-router-confd registers themself to consul application

• Consul has a list of endpoints

• Consul and external controllers can react to event

• Consul give infrastructure config to service (DB informations for example)

Conditions of done :

Confd at the start registers and obtains config
