Make Lookup not sensitive to accent - Internal contacts

Description

Being able to search a contact name without accent restriction.
It means search "clé" or "cle" should result the same

Scope is: Private contacts and Wazo users

The solution proposed will allow a search with accent insensitive for ALL wazo-confd resources. So the impact for directory should be noticeable for conference and user
