Customized music on hold for user is not played on outgoing calls

Description

Given I am a user with a custom music on hold
When I call an external number
When the other party answers
When I put the other party on hold
Then the other party hears the default music on hold of Wazo

Expected: the other party hears the customized music on hold

Workaround: apply the attached patch with the following command:

Applying the patch does not impact active communications.

I attached a patch, but nobody is working on integrating it into master as of now. So it probably won’t be released in Wazo 20.09. The work left to be done is to spend some time analysing / testing the impacts of this patch.
