The PJSIP migration did not set the template order properly
Description
The SIP to PJSIP migration did not insert the order in the endpoint_sip_template table. The result is that some endpoints will not have the templates in the right order.

The fix will be release with Wazo Platform 20.14.
The fix was also backported into Wazo Platform 20.13.
