High availability: secondary server with different network can't serve IP to phones (DHCP)

Given I have a primary and secondary server in HA
Given the secondary server is in a different subnet than the primary server
When I shutdown the primary server
When I wait 5 minutes (at most)
When I restart a phone
Then the phone is not usable

Expected: the phone is usable
