Reset devices to unallocated when deleting a tenant

Description

Given I have a tenant with configured devices
Given I delete the tenant
When I plug the phone
Then the phone is still configured with the account of the deleted tenant

Expected: the phone is configured for autoprovisioning

Workaround: use a script to reset orphan devices:

wget https://raw.githubusercontent.com/wazo-platform/xivo-tools/master/phone-provisioning/move-orphan-devices-to-master-tenant.py -O /tmp/move-orphan-devices-to-master-tenant.py python3 /tmp/move-orphan-devices-to-master-tenant.py
