agent skill are ignored after association

Description

Given an agent A
Given an agent skill `english`
When I associate the english skill to agent A
Then the configuration is not loaded to asterisk and skill are not applied

Expected: the skill is applied
Cause: wazo-confd doesn't send `module reload app_queue.so`
