Removing the email address of a voicemail configured to send the voicemail by mail and delete it will lose voicemails

Description

Given a voicemail with an email adresse and the delete voicemail after notification options selected
Given I remove the email adresse from the voicemail
When I receive a voicemail
Then the message is lost

As an administrator I wish to be warned by a 400 error when I try to make this kind of invalid configuration.

This also happens in the API by default where the email is empty but the “delete voicemail” is enabled by default.

The ticket mentions the API defaults to delete_messages set to true and email empty. I don’t think this is true(anymore), I cannot reproduce:

Added validation. along with requiring email with delete_messages : true, validation also checks for attach_audio.
