SIP to PJSIP all endpoints with no codecs end up using ulaw only

The SIP to PJSIP script inserts a '!all,ulaw' to all endpoints during the migration when the endpoint does have a configured codec.

This mirrors what used to happen in confgend but it prevents the global template from being applied. This is especially harmful if some endpoints specify a codec but not other.

I think we should just remove this mechanic an not try to be smart about it. If a tenant ends up with lines not having codec the fix will be to add codecs to the global template which is alot faster than removing all codecs on lines and trunks.
