Agents BLF are not working when log in/off using the API

Description

Given an agent A with a plastic phone and a agent login toggle function key
When the agent logs in using it's key the BLF lights up
When the agent logs in using the API
Then the BLF does not light up

This has a side effect of not lighting any BLF in a HA scenario when agents get logged in after a fail over
