Apply policy to all users from config file

Description

This feature can be done with

backend_policies:
wazo_user: 'wazo_default_user_policy'

But imply using backend logic which is non-officially deprecated but not recommended.
An explicit config should be used instead

I’m in favour of deprecation in the code and deletion in the docs.
