Reason

Given I have a <service> that use a service token
Given I start wazo-auth AND <service>
When I create service-user (and before associate a policy)
Then I have a service with a token without ACL

Result: all internal request from this <service> will fail

On bootstrap process, there is a small amount of time where the service user don’t have ACL and may cause error when using container environment
