wazo-auth: add purposes for tenant admin and system admin

Description

We need a way to distinguish tenant admins from system admins (wazo-auth-cli + root) from regular users. The purpose field of users looks like a good candidate.

We chose a different path for listing tenant admins: we shall list users based on the policy that they have access to (wazo_default_admin_policy)
