convert xivo-utils script to python3

xivo-utils packages two python scripts, to be converted from python 2 to python 3

EDIT: python scripts are instead dropped or migrated to other repos.

It is decided that bin/simultcalls.py is to be dropped from xivo-utils, and bin/tzdataexport.py is to be migrated to wazo-provd(which seems to be its only user).
This leaves no python scripts in the xivo-utils project.

bin/simultcalls.py depends on cjson(though it is not specified in the debian package dependencies).
cjson is not packaged for python3, so an alternative json parsing library needs to be swapped in.
I found ujson(python3-ujson).
