why: avoid to put effort to build dahdi on bullseye

TODO:

• add upgrade note about this

• remove dahdi from everywhere, except jenkins/repos/build-tools(old)

• keep jenkins job and CI able to build package for old distro

  • why: To have stack upgrading smoothly (until 25.01 when <21.01 will be removed)

  • add notice in jenkins job description

  • libpri (built by wazo) is a build-depends of dahdi
