Cannot create a user with a device associate to a sub tenant

Description

When: a developer uses the new user api to create a user in a specific sub tenant with a line and a device

When: the device is not on the master tenant

Then: Resource Not Found - Device was not foundis returned

Expected: a developer should be allowed to use a device already assigned to the same sub tenant

Expected: a developer should be allowed to use a device assigned to the master tenant
