wazo-chatd endpoint tracking optimization

Description

At the moment wazo-chatd tracks all endpoints received from DeviceStateChange events.

Most of the received devices are Hints and should not be tracked.

We could ignore all events with a Device starting with Custom: only PJSIP, SCCP and custom lines should be tracked. (custom lines will have the standard formar TECHNO/name not Custom:)
