The ingress resource should allow an administrator to retrieve the default value for a stack

As an administrator, if I do not have a domain name and want to use the default value for my stack I should be able to retrieve the ingress that has been configured in the master tenant.

The GET should return the ingress from the tenant above it is not configured.

A query string parameter would be required to avoid having portal display it and then save it in another tenant
