implement sysconfd /resolv_conf using fastapi

Description

As next step to migrate wazo-sysconfd

  • migrate POST /resolv_conf using fastapi

  • execute successfully integration tests for /resolv_conf

When done, branch should be merged in fastapi branch
Then when all modules will be done (not in this ticket), we will be able to merge fastapi in master

Note: endpoint name migration is optional and left to the developer

waiting https://github.com/wazo-platform/wazo-sysconfd/pull/47 to be merged.

resolv-conf and hosts are using the same base code. so I need to wait.
