Rewrite wazo-sysconfd

Description

All tickets are to be merged in fastapi branch.

When all tickets are done, the fastapi branch should be merge-able in master without issues. It will be important to check that it is the case (debian packaging, etc.).

I’ve create branches in xivo-sysconfd, xivo-lib-python and wazo-doc to remove unused features of xivo-sysconfd.

There a document here with some tasks that we can undertake to remove xivo-sysconfd
